Their website contains guidance on a variety of topics, including how to form a public education foundation. The website is located at http://www.schoolfoundations.org. Once there, click on "Starting a Foundation" link at the left of the screen, towards the bottom. You will be taken to a page that provides what you need to know to start a new foundation.
If you should choose to establish a community foundation, which can serve schools as well as a multitude of other purposes, the Council on Foundations provides information on the nature of these foundations and how to establish and operate them. Their website is located at http://www.cof.org.
