Education Code section 1240 is the reference you are looking for as it identifies the many varied duties of the county superintendent. Specifically, Section B (4) states that "the county superintendent of schools is not responsible for the fiscal oversight of the community colleges in the county; however, he or she may perform financial services on behalf of those community colleges."
