Question: What is our authority (if any) over booster clubs? I have had concerns brought to my attention regarding a high school booster club (questions regarding money management).
Response: Here is an additional reference to the ASB Manual information previously provided to you by FCMAT. The California School Boards Association (CSBA) has a sample board policy and administrative regulation on School-Community Organizations. My set of sample policies identifies these as BP 1230 and AR 1230 (a). Included is language that requires a parent group to request authorization from the Board in accordance with conditions established in administrative regulations, such as a description of a written statement of purpose and bylaws, evidence of liability insurance, etc. These are requested "in order to protect the district and students" and provide the Superintendent or designee the ability to "establish appropriate controls for the relationship between such organizations and the district." The sample AR also includes language that such authorizations shall be automatically renewed each year and that the Superintendent may recommend that authorizations be revoked by the Board if considered necessary.
