Can we use ASB funds to pay for a substitute?

Question: Due to the budget cuts in our district, I was wondering if ASB (if approved by the students) can pay for my substitute so I can attend a conference. I have heard many different answers and I just need some clarification on this.

 

Response: Generally, allowable uses of student funds are for those items that directly promote the general welfare, morale, or educational experience of the students.  In this case, another rule needs to be considered, which is that if a salary or expense is generally the responsibility of the district, it is not considered an allowable use of student funds.  In this case, it appears that if budget cuts were not occurring, the district would be paying for the expenditures associated with you attending this conference. Because of this perception, it does not appear that this is an allowable expense of the associated student body.
