Are there regulations for carryover on ASB funds?

Question:  Our board has requested I find the regulations for carryover on ASB funds. In reviewing the Ed Code I find no regulation that determines the amount of carryover that can be carried forward by ASB's from one year to another. In your ASB manual page 27 you refer to carryover of unexpended balances and the best practice for limits. Does this have some basis in code?

 

Response:  You are correct that there is no basis in code about what amount of carryover that can be carried one year to another.  However, as stated in the manual, the students who raise the money should have the opportunity to enjoy the benefit of the expenditures.  Many times, the issue of carryover is addressed in different districts' board policy.  You should review your own district's policy to see if this type of guidance is contained.  If it is not, you may want to suggest to your board that a statement be added so that this issue is clear if this type of question comes up in the future.
