Are CIF football rings a gift of public funds?

Question: One of our high schools is requesting funds from the district general fund to assist with paying for CIF football rings for the players. Would this be considered a gift of public funds?

 

Response:  Anything that has extrinsic value (something more than the nominal and sentimental value of a certificate, trophy, etc.) is a gift that districts should not award to either students or employees. CIF rings for the team players do not benefit the overall student body.
