Question: How are funds calculated for the Peer Assistance and Review Program (PAR)?
Response: The PAR Program is a state categorical program for local educational agencies that is contained within the Consolidated Application (Con App) for grades K-12. Only those school districts, county offices of education, and district wide charter schools that certified participation in the PAR Program as of fiscal year 2001-02 are eligible for funding. For applicable agencies, funding is available for professional development activities that assist experienced teachers needing help developing their subject matter knowledge, teaching strategies, or both. Participants are teachers who have received either an unsatisfactory evaluation or have been referred to the program. Teachers may also request to participate. After the needs to referred teachers have been met, funds can be used to support other professional development activities listed in Education Code section 44506(b).
PAR entitlements are based on a formula that calculated five (5) percent of the prior year October count of certificated classroom teachers as reported in the California Basic Educational Data System (CBEDS), rounded up to a whole number, and multiplied by a rate of approximately $1,739 or $1,368. These rates reflect an approximate base of $1,162 increased by bonus funding rates of either $577 or $206, depending on which year the educational agency certified entrance into the PAR program. Educational agencies with less than five (5) certificated employees do not qualify for a mentor teacher and are instead provided base funding of approximately $57 per certificated teacher plus the appropriate minimum funding PAR funding amount of either the $577 or $206 rate. Funding rates are annually adjusted to reflect the cost of living adjustment (COLA) provided in the annual Budget Acts.
