Is a district required to offer part-time employees an alternative retirement plan?

Question: Is a district required to offer part-time employees (employment is less than 50%, hourly certificated, substitute) an alternative retirement plan?

Response: Districts are able to opt out of Social Security as a retirement plan for part time employees, but then they do have to offer an alternative plan. Since the district's contribution to social security is 6.2%, districts find it in their best interest to find an alternative if the contribution is lower and all other statutory requirements are met.
