Question: Would a silent auction fall under the definition of a raffle/game of chance or would it be an allowable ASB fundraiser since only interested persons would participate?
Response: A silent auction would be allowable because the bidders are buying based on a perceived market value (and only the high bid pays, so it is a purchase transaction), not paying for a chance to win.
