Pre approval means, for an organized ASB like yours, the signature of 3 people: a student in the club, the club advisor, and the principal. That pre-approval should be on a purchase order.
Your question asked if all members of the team need to approve expenditures. Although their actual individual signatures aren't needed on the purchase order, when the club budget is prepared at the beginning of the year, fundraisers and overall goals, including what the funds will be used on, are basically approved by the club. That is why only 3 signatures are needed on the purchase order, as the whole club has basically approved the expenditure in advance in order to have the fundraiser or to reach other approved goals when the budget is approved. If an unanticipated expenditure comes up that wasn't in the "plan" (budget) it is best to discuss it with the whole club before progressing as it is really a group of students' money that is being spent.
