Can ASB funds be used to pay for additional class advisors?

Question:  The school district pays a stipend for a class advisor at each grade level in high school. The activities director would like to have two advisors per class. Can ASB pay the stipend for the second advisor for each class?

Response: It is really a school district decision, not a site decision, of how many advisors can be assigned per class.  There could be a union issue if one site begins assigning two advisors where the other site(s) only have one.  Such additional stipends would need to be discussed with your district’s personnel department or legal counsel; as such payments may need to be approved through collective bargaining or through your district’s governing board. Unapproved stipends could set a dangerous precedent for your district.

ASB organizations have a lot of flexibility and discretion about how they may use their funds, but there are overlying principles that guide what is allowable and what is not. Allowable expenditures are those that promote the general welfare, morale and educational experiences of students. Student body funds must also be used to promote and finance programs of worthwhile activity beyond those provided by the district. State law also requires that all student body expenses be preapproved.  In high schools and middle schools the student organizations are called organized student body associations because the students organize their activities around student clubs and a student council. The students are involved in making the decision about how the ASB funds are spent.  They are to be spent to benefit a group of students rather than to benefit one or two individuals. As to your specific question, it appears that there is an adult asking for the additional advisors, not the students, which would lead us to the conclusion that this may not be an appropriate ASB expenditure, but you may have additional information or board policy that states otherwise.
