When ASB expenditures need to be approved, who are the governing board representatives?

Question:  Regarding this question by our auditors, "Are expenditures approved by the student council and the proper three persons:  The advisor together with student and governing board representatives?" Who are the governing board representatives?

Response: Education Code section 48933 states, in part, "The funds shall be expended subject to such procedure as may be established by the student body organization subject to the approval of each of the following three persons, which shall be obtained each time before any of the funds may be expended: an employee or official of the school district designated by the governing board, the certificated employee who is the designated advisor of the particular student body organization, and a representative of the particular student body organization."

For the individual stated as "an employee or official of the school district designated by the governing board" in the Code, the principal is most often the designated individual, but a district governing board could choose another district employee as that designee.  By reviewing the district approved board policy and/or administrative regulations related to student body, you would be able to find who the board has designated to have this responsibility.
