If kindergartners stay past their normal half day, can we get reimbursed from supplemental hours funding?

Question: Can we get reimbursed from supplemental hours funding for kindergarten students who stay beyond their normal half day? 

Response:  If your district has increased kindergarten minutes for all kindergarten students, then no, there is not any additional funding for the additional time that students are in school as this is the requirement for all kindergarten students. But, if there is an optional, supplemental hourly instructional program either before or after school, to provide an optional hourly program of remediation/enrichment courses for kindergarten students in core academic areas, then reporting the additional kindergarten hours would be appropriate.  Remember, though, that instruction is limited to these core academic areas (ref. E.C. 51220, 42239[d][2]): English-as-a-Second-Language (ESL), English, social science, languages, physical education, science, math, visual and performing arts, applied arts, vocational-technical education, and driver’s education.  And, funding is capped at 120 hours times 5% of the K-12 enrollment.
