TK-12 Public Finance Training for Governing Boards

About the Training

Assembly Bill 640 ((Muratsuchi), Chapter 618, Statutes of 2025) establishes a statewide requirement to strengthen governance and fiscal knowledge among governing boards of school districts, county offices of education, and charter schools (including charter management organizations). It also requires FCMAT to develop the training curriculum to accomplish this.


Participation Required

Most current board members of the above educational agencies are required to complete the training by April 1, 2028. There are some exceptions for those who have had equivalent training and those who will be leaving office soon.


Training Providers

Trainers must use FCMAT’s curriculum. The content can be taught by individuals from the educational agency or by outside providers, and can be conducted in person or virtually. All training providers must have demonstrable experience and expertise in the subject matter as well as experience supporting the type of educational organization whose board members are receiving the training.
